Add elevator or not?

Given: Existing 3 story college dorm building (no elevator) with common facilities on ground floor and dorm rooms on floors 2 & 3.

Scope: Alterations and modernization of building.

?: If accessible rooms are colocated on the ground floor with access to common areas, can disabled students be denied access (visitatation/participation) to student rooms on the second & third floors? This to "avoid" having to add an elevator. Wouldn't this be seen as discriminatory? What if the Room mother was disabled, couldn't visit all rooms if on first floor, no?
 
A dorm room assigned to an individual is not a primary function area accessible to the general public.

A disabled student is not "denied" access to the room. He/she just may not be able to get there by there own physical abilities.

What if the Room mother was disabled,
I bet the job description requires her to be able to walk, stand, climb stairs, as part of the job description.
 
See 3411 maybe.....They would have to make improvements, but I don't think we ever get to say "you must add an elevator" in that type of situation...
 
Publicly funded, pre-ADA building, cost of alterations and modifications exceed 50% of replacement value.
 
IMHO

Yes an Elevator is required.

Talk with the AHJ

We need to get the drunk students out of the stairwells...

Note: It appears that there is only one handrail (smiling) as if a second one would have helped him.
