Adding another service to an apartment building

This was a re-inspection, AFTER it failed for 11 violations the first time, all specified in writing to them.
 
Is that two ground rods one on each side of the window? Should'nt the rods be at or below grade?

Ground wires not protected from physical damage with conduit?

Are the rods 6ft apart?

Don't forget that the NEC requires rated separation for buildings with more than one service. Can't quote the article right now being out of the office. Also be sure to label the service for the fire service!

Are these some of the same or new ones?

Here they would have to pay the permit fee again before another re-inspection when the contractor repeats the same violations. As the saying goes; if you think an education is expensive; try ignorance.
