Adding Parking Spaces

I have military facility that has a project to perform some
interior & exterior alterations.........Part of the exterior alterations
are to expand the public parking spaces from 20 to 65 total.
The current plans do not indicate the number of existing
ADA compliant spaces, ...any type of Accessible Route components
nor of any increase in the number of ADA compliant spaces.
This RDP's have identified this project to be a Level 2 Alteration,
according to the `15 IEBC.

The applicable Codes & Standards are: the UFC Standards,
...the ADA, ...the ABA, and the `15 I-Codes, except as modified
by the UFC's.

Q1): If there are existing ADA compliant pkg. spaces, is there

a Code or Standard to require additional pkg. spaces because
of the increased number [ i.e. - to a total number of 3 ] ?

Q2): Is there Code language to require the military to spend

up to xx% in complying with ADA compliance for pkg. spaces,
signage, other Accessible Route components ?

The additional spaces increase the parking lot total spaces on which the number of required accessible spaces are determined.
As an alteration and addition to the total # of spaces, additional ADA spaces will be required.
