IMO, I would have probably added some more rebar in & around

the various piping penetrations, in addition to the ones around

the column.

In this case, more is better!

Suggest that the IBC does not address this aspect of the design so the only question is what do the approved permit documents require.
 
Saw the hairpins on a lot of steel buildings and wood post buildings when in Fla on slab on grade. Never saw them on a pan deck. Don't see it here at all.
 
Are the penetrations detailed on the structural drawings? The penetrations are effectively cutting a slot in the deck perpendicular to the span. Often times, this is covered with typical details on the structural drawings. Also, it looks like the welded wire reinfocing is sitting on the deck, do the structural details show the reinfocing sitting on the deck? If they try to lift in place while placing the concrete, there is a good chance that it will end up back ontop of the metal deck.
