PAUCC requires permits for sidewalks 30" or more above adjacent grade. What do you consider adjacent grade?

Iv'e got a service walk that goes step, 5' step, 5' etc. for a total rize of app. 40" supposedly does not slope off to the sides what say you?

Adjacent grade: Those area(s) that are located immediately next to the service walk.

It used to be directly next to...I think the newer codes take the measurement from 3' out.....Look at guards....I think that is the "code issue" that makes it permitable....

R312.1 Guards.

Guards shall be provided in accordance with Sections R312.1.1 through R312.1.4.

R312.1.1 Where required.

Guards shall be located along open-sided walking surfaces, including stairs, ramps and landings, that are located more than 30 inches (762 mm) measured vertically to the floor or grade below at any point within 36 inches (914 mm) horizontally to the edge of the open side. Insect screening shall not be considered as a guard.
