AG Pools and Equipotential Bonding

How is everyone interpreting 2005 NEC 680.26, Equipotential Bonding, when it comes to above ground pools that have a metal wall and vinyl liner?

The requirements seem to be geared more towards inground pools.

Do you require a bonding grid around the pool?
 
No, we feel like the metal wall of a vinyl pool setting on the ground is the bonding grid. All metal parts of the pool must be bonded.

We base our interpretation on #2

To properly mask stray voltage, an equipotential (stray voltage)

grid must extend under walking surfaces for 3 ft horizontally

from the water, Figure 680-23. The equipotential (stray voltage)

grid must be formed from one or more of the following:

(1) Structural Reinforcing Steel. Structural reinforcing steel of

the concrete permanently installed pool, outdoor spa, or outdoor

hot tub.

(2) Bolted or Welded Metal Pools. The walls of a bolted or

welded metal permanently installed pool, outdoor spa, or outdoor

hot tub.

(3) Other Methods. The equipotential (stray voltage) grid can

be constructed as specified in (a) through © below.

Are we doing wrong???????
 
Section 680.26 applies to ALL permanently installed pools (680.20), outdoor (680.42) and indoor (680.43) spas and hot tubs, fountains common to a pool (680.50), and permanently installed therapeutic pools (680.61).

Section 680.26 of the 2005 NEC is poorly arranged and written. The reformatted section in the 2008 NEC is much better organized.
