Age of manufactured dwelling

In our state "affordable" often means manufactured.

Local authorities, through time, tended to control the more rapid decline of viability shown by the category of building by restricting the age of units brought across county lines.

This year the state legislature passed a law that prohibits those age-based restrictions. Many counties are scrambling to redefine how they want to reimpose restrictions or control the quality of such housing being used.

Most localities are unwilling and/or unable (due to insurance reasons) to travel to assess conditions of units proposed for relocation.

Anyone here seeing similar change?

Motivation for the restrictions has generally been an effort to keep one locality from "unloading" on its neighbors housing units that are more advanced in age.
 
When I worked in South Fl the restriction was based on what code the manufactured home was built to Pre HUD (1976) prohibited. After hurricane Andrew new wind loads came into play and we used that as a means of not allowing older used homes across the county line.

Also, the data plate zone maps located in the home indicate the zones for which the home was constructed. A manufactured home should never be placed in a more restrictive wind, thermal, or roof load zone than that for which it was built.
