Air vs. Water tests

There is some discussion around our office about plumbing tests, (air vs. water) before the basement slab is poured and only the building sewer is installed. The question is can this be tested with air? I think IRC P2503.4 applies and the other half of the office thinks air and uses IRC P2503.5.1 and IPC 312.2 so what does the rest of the inspection world think.
 
Building Sewer (30" or more beyond footprint of building) is tested by 2503.4. If that's what you're describing above, then you are correct. DWV, inside footprint of building can be done with air or water, per 2503.5.1 (unless it's plastic, then the IPC restricts the test to water).
