Looking for the major occupancy type to an Airport, can find no direction in A-3.1.2.1.(1) Major Occupancy Classification in the NBCC 2015 or from searching online.
 
Best I can tell from the National Building Code in Canada is Assembly Occupancy A2 for "Passenger stations and depots" which jives with your note above. cheers!

That's what I'd go with.

Off the top of my balding noggin, you might have areas that are impeded egress areas, or, conceivably, a contained use area. (Security detention).
