Good afternoon,

I understand that some of you may be experiencing issues with the Allegheny Plumbing Codes office in Pennsylvania. Please see the notice from the state modular program administrator, Mike Moglia, below:



It has come to our attention Allegheny Plumbing Codes Office refuses to accept a certified industrialized home or building constructed under the PA Program. They believe all designs must meet their codes and must be done by licensed plumbers at the factory. That is incorrect.

They fail to acknowledge Commonwealth Law:


35 Pa. Stat. §1651.4 (Commonwealth Law)

(e)
Except in cases of waterline connections to their main source of supply; sewer drainage line connections to main sewers or cesspools; or electrical line connections to their main source of power, all industrialized housing or housing components bearing an insignia of certification pursuant to the requirements of this section shall be deemed to comply with the requirements of all building and related codes and ordinances enacted by any local government of the Commonwealth thereof applicable to housing and/or home building in construction, plumbing, heating, electrical, and other related codes pertaining to such construction, and equipment contained within and including the exterior walls of such industrialized housing.

I was also told, they have been going to local manufacturing facilities to perform inspections, this should not be taking place.

Please know, the Governor’s Office of General Council is now involved and will be contacting this agency.

I will keep you updated, however should you have any projects going to Allegheny County, there may be hold ups.




If you have a specific project that is being delayed because of this, please let me know so I can work with Mike and his team to get it resolved.

Mike has been around a long time and is very well versed in the state statutes for this program. He was a great help to me and my guys during our time in PA. I trust his opinion.
