Many electric utility companies are tightening their rules for EV chargers. Here is a portion of the requirements from Florida Power & Light ( FPL)

Does this mean the owner/contractor needs to have FPL design it if it's on a 3 phase transformer in a building or are they talking about their 3 phase transformer on their pole?

You would treat this like you would a new service or increased load on an existing by contacting the POCO and working with one of their engineers who will evaluate your service or change to the service and determine in the POCO has to make any changes on their end which may lead to customer costs. This is not about customer-owned transformers.
