AMOE elevator ramp exception?

In exception #2 below, is there anything that requires the ramp to connect to a different floor level?
I know of a developer who wants to provide an elevator for normal access, but not for AMOE because that triggers standby power per 1009.4.1.

In buildings where a required accessible floor or occupied roof is four or more stories above or below a level of exit discharge, not less than one required accessible means of egress shall be an elevator complying with Section 1009.4.​
Exceptions:
... 2. In buildings equipped throughout with an automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2, the elevator shall not be required on floors provided with a ramp conforming to the provisions of Section 1012.

Example: a sprinklered building has a 5th level occupied roof. The roof has pedestal pavers set 8" higher than the main structural floor level. The exit system leads into a lobby landing, which then has a ramp going down 8" to the level of the elevator entrance and the stairwell exit access door. Thus, the MOE on this floor has been "provided with a ramp". Does this meet exception #2 in 1009.2.1?
 
I'd say no...the raised floor is a level not a story although the section seems to be poorly worded...I would have to look at the full section to be sure, but pretty sure that is not the intent....
 
The 2021 IBC Commentary for Exception #2 makes it clear that the ramp refers to ramp access and egress to and from the story, not just for changes of floor elevation within the story.

Exception 2 specifies that a building sprinklered
throughout in accordance with NFPA 13 or 13R (see
Section 903.3.1.1 or 903.3.1.2), with ramp access to
each level, such as in a sports stadium, is not required
to also have an elevator for accessible means of
egress. The reasoning behind this is that the issue of
carrying people down stairways does not occur
because the ramps may be utilized instead.
