Anyone have any idea what use this would be considered?

I have a fire protection engineer that wants to build a fire research lab in the warehouse of their tenant space, and I have no idea what its use/occupancy would be. The AHJ uses both IBC and NFPA 101. My guesses are Business (IBC) and Non institutional labs looks like it falls under Industrial in NFPA 101, but I'm not sure what hazard label to give it. High Hazard? Any advice is much appreciated.
 
"Fire research" sounds to me like they'll be running burn tests on construction mock-ups, like at U.L. I wouldn't call that B. I'm inclined to think F-1, but I'd take a hard look at some of the H descriptions before deciding.

The architect. I work for a developer and this is one of our buildings. I told them I wanted nothing to do with this project, but somehow it is back in my lap. I'm going to ask the tenant who is also a fire protection engineering firm to provide the analysis on this.
 
Do both the ICC review and the NFPA review happen through the same office or does each happen separately? Can you do one or the other first?
