Apartment complex freestanding garage, compliance with 907?

There are free-standing garage units (U-Occupancy) for a new apartment complex. There are 10 individual private garage units in a single row in the building approximately 2,680 sf total, Type VA construction. They have a one-hour separation between each unit. Since they are new construction, are they required to comply with 907.2 for fire alarm systems? Yes, I think this is strange. I am assuming they do NOT. If I am wrong, then I am at a loss on the actuator (temp rise?). They are not required to be sprinklered, but if they had an alarm then they would have to have manual pull stations. (2015 IBC, Colorado...they are still allowed to use 2015 in this jurisdiction until June). Scratching my head...and I've lost enough hair.
