Approved garage floor material

Can asphalt paving be considered as an 'approved' noncombustible material for the floor of a garage of a single-family residence project per IRC R309.1? The exception noted for carports under IRC R309.2 seems to imply that asphalt can be used for a carport, but not for a garage. Is this the case, and does anyone know why asphalt would not be allowed as a garage floor? Thanks.

Asphalt, given the content of petroleum based products, is combustible.
