Are deck stairs and landings considered part to the homes footprint for setbacks?

Hi, new here. I looked here, plus this may not be a code question as much as a building restriction question.

Are deck stairs and landings considered part of the homes footprint for setbacks? I am fairly curtain the Deck is?

situation: I am drawing up a future lake house and I have a very small area allowed by all the setbacks (50 feet setback from lake) I already reduced the lake side deck from 12 foot wide to 10 foot. But when I draw the landing and stairs towards the lake, is that considered part of the homes footprint. Will the stairs and landing need to be setback 50 feet from the lake? Some lake homes have stairs and landings running from their deck right to their docks on the water?
 
Zoning and varies. Where I have land on a river, nothing can be built within 50' of mean high water. Not a deck, gazebo, or as I thought a tent platform. Hard scape is permitted. ymmv.
