Are loads on guards and handrails factored loads?

This is from Ontario building code part 4:

4.1.5.14. Loads on Guards and Handrails
...

(a) a concentrated load not less than 0.9 kN applied at any point and in any direction for all handrails, and
(b) a uniform load not less than 0.7 kN/m applied in any direction to handrails not located within dwelling units.

questions:

1. Are these loads factored loads? If not, what is the factor to obtain factored loads?
2. Same question to loads on guards and handrails in part 9.
 
These are the final loads to meet for compliance.

Factors like an importance factor would not apply to these loads in either Part 3 or 9.
