are low height partitions considered a corridor & thus dead end rule applis

2009 IBC

if designing an office with low height partitons (approx. 48" aff);

are these partitions considered forming a "corridor" AND if so than a travel distance beyond 20' into a "dead end" cube area formed by these partitions is that a "dead end" per section 1018.4?

Plus more then likely two ways out of the cubicle is not required
