Existing office building non sprinkled.

Lower level offices all have a second exit directly to the exterior

All lower level offices customers access the offices served by a common corridor from a common elevator and open stairs.

There are 2 vertical exit enclosures serving the lower level each exit enclosure has an area of refuge within the lower level of the enclosure.

The building owner would like to place a few vending machines in this space which would be accessed from within the enclosure.

I do not believe this is possible.

1. I don't believe the code permits vending machines within an exit enclosure.

2. I don't believe the code permits the elimination of an exit enclosure.

The building was constructed under the 1991 UBC and I do not have a copy.

Am I correct in my assumptions and does someone have a code section to back it up with.

Note there is a smoke detection system and mag holders on the door. The owner is willing to install a drop down door that will operate with the smoke detection system but I am still concerned about eliminating and area of refuge in a non sprinkled building.
 
If it is a required exit enclosure I say no....

1017.1 General.

Exits shall comply with Sections 1017 through 1022 and the applicable requirements of Sections 1003 through 1012. An exit shall not be used for any purpose that interferes with its function as a means of egress.
