Have someone that wants to enclose a carport and just turn in into some type of ghetto storage room......Don't have a lot of heartburn but I've got concrete floors on grade, but nothing on asphalt....?

Asphalt Floor?

Asphalt is combustible, therefore not permitted for garages.
The area of floor used for parking of automobiles or other vehicles shall be sloped to facilitate the movement of liquids to a drain or toward the main vehicle entry doorway.

Another way to skin the cat...
Carports are usually aluminum or steel structures with minimal structural framing. If you enclose the structure, it is likely that the walls will need to provide some lateral load resistance (wind and seismic). If using traditional brace walls, then by code, a foundation element is required. Some carports have pre-engineered designs that use metal cladding and soil anchors, but it sounds like you may be dealing with more of a drawing on a napkin type plan here.

They want to call it a storage room, not a garage.....In theory they are putting in a foundation and this is all wood framing. BWP is an issue, but not insurmountable....
