Where do you place an astragal on an outswing pair of doors?

I think I might put it on the outside and it might serve as a bit of security from prying the lock also......Not that I have ever done that......

I just finished a home with these outswing garage doors, they recommend installing them on the exterior.

Yes, outside on the active leaf, unless both doors have rim or vertical rod panic hardware in which case you use meeting stile gasketing instead of an overlapping astragal.
