astragal on outswing door

Where do you place an astragal on an outswing pair of doors?

Outside on the active leaf or inside on the inactive leaf?
 
I think I might put it on the outside and it might serve as a bit of security from prying the lock also......Not that I have ever done that......
 
Yes, outside on the active leaf, unless both doors have rim or vertical rod panic hardware in which case you use meeting stile gasketing instead of an overlapping astragal.
