Balancing three phase loads

I have a situation where a three phase service is brought into a building. The existing loads are single phase and are bussed together using only two phases. There is no way to change the bussing in the existing metering packs. How do I balance the loads without changing the entire metering pack?

Could be difficult. What type 3 phase service? 120/208 or 120/240. If it's 120/240 it is no problem most likely.

Agreed but given the OP's question very likely not a delta where the high leg tranny can be left idle.

Sounds to me like a typical 208y/120 service feeding a multi meter/ main pack for dwelling units. (condo's apt's)

That said the best one can do is;

Unit 1 AB

Unit 2 BC

Unit 3 CA

ect...

Now look at the house PNL and try to put that load on the least of the to loads on the dwelling unit loads.

I am unaware of any code requirement that states service loads "shall be" balanced.
