Balcony Support without Cantilever

Neither balcony is cantilevered and the lower balcony is connected and supported midpoint by the upper balcony which is supported by the upper, exterior wall near the roof line. I would love to know what is supporting the wall at the top?

I took that shot yesterday in New Orleans within the city limits and yes, that balcony does look much newer than the building.

If properly designed and tied back to roof diaphram it should be fine.

I wanna see the design and tieback detail on the plans.
