Bathroom Options in CBC when only providing one bathroom

I decided to make a second post rather than make my last one a two-parter. Another request for clarification on CBC 1134A. If you have dwelling units, all with only one bathroom in them, is Option #1 of 1134A.2 really an option? Or does the fact that you only have one bathroom force you to meet the requirements of Option #2?

It seems like the only difference between the options is that Option #2 says that if you install a tub in one bathroom and a shower or showers in subsequent bathrooms, at least one shower shall meet 1134A.6. This whole "options" thing feels like a very tortured way to get this point across...
