Beams raised ends

I've noticed that a lot of framers place a block under the ends of beams "to allow for deflection" across a span (normally where a beam is used for support of purlin braces). Does anyone know where that is a code requirement, or is it just good practice, or because it's ususally required by engineered plans? Code section please?
 
used to put a block under the ends to shim the strongback up off of the plates so it would be flush with the top of the ceiling joists. Is this what you are talkin bout?
