There is a discussion in the office today and we cannot come to an agreement on whether metal bearing studs are considered combustible and if it meets IIB or VB. What are your thoughts and proof?

Steel studs are non-combustible, therefore the can be used in Type II-B or Type V-B

Any material permitted by the code can be used in VB, so it's a definite yes.

For a material to be considered noncombustible, it must comply with the noncombustibility test per Section 703.5. This section requires testing per ASTM E136 for elementary materials. Steel, used for metal studs, does not support combustion; therefore, they are noncombustible and can be used in Type I and Type II construction.
