Below grade insulation required in unheated S-1 occupancy? (Zone 6)

Referring to 2015 IECC C402.1.3, is there any exemption for the R-7.5ci on the below grade walls? Proposed building is on foundation walls with frost-depth footings. The Wisconsin administrative commercial code does exempt slab-on-grade S-1 occupancy buildings < 12,000 sq ft from requiring foundation insulation. Can this also apply to frost-depth footings?

C402.1.1 Low-energy buildings. The following low-energy buildings, or portions thereof separated from the remainder of the building by building thermal envelope assemblies complying with this section, shall be exempt from the building thermal envelope provisions of Section C402.
1. Those with a peak design rate of energy usage less than 3.4 BTU/hr x ft^2 or 1.0 watt per sq ft of floor area for space condition purposes.
2. Those that do not contain conditioned space.
3. Greenhouses.
