BOCA to ICC Certification transfer???

I have a friend of a friend that has let his BOCA certs expire. He now sees the error of his ways and wants to fix the situation by renewing and transferring them to ICC Certs.

Who does he need to talk to and what does he need.

I would say he needs to talk to someone with certifications. I think it will depend on when the certifications expired.
