Breaker panel surge arrestor installation?

Breaker panel box has a surge arrestor installed in the two SE lugs, I haven't seen this type before, is it allowed by code? Pictures are good if you want to share them!
 
The big problem is that most likely the lugs on the panel will not be rated for 2 conductors.

Also if this SPD (Surge Protective Device) is located on the line side of the service disconnecting mean make sure that it is listed Type 1 SPD. If the SPD is located after the service disconnecting means then it could be a listed Type 2 SPD.
