This gets done because it’s less expensive than removing the old one and allows the new To rest on the old seawall until the old seawall starts to collapse.

Building a sea wall over the top of the old one

Yes by local ordinance, we have an engineer review it and they go to the planning board for approval. New & replaced seawalls must be at BFE too.

I'm glad we have a lake and not an oceanfront / riverfront. Since we own the lake, our rules only permit driven-steel or poured concrete shore walls or rip rap, and you're not permitted to make the lake any bigger or any smaller. So pouring a new one on top of the old one, or building the new one in front or behind and then taking out the old, are not problems I have to deal with.

Comes down to local ordinances doesn't it? You could have a Coastal Commission to deal with (smiling)
