Building a sea wall over the top of the old one

Does a sea wall require a RDP set of plans prior to permitting?

Any pre-site inspection required?
 
I'm glad we have a lake and not an oceanfront / riverfront. Since we own the lake, our rules only permit driven-steel or poured concrete shore walls or rip rap, and you're not permitted to make the lake any bigger or any smaller. So pouring a new one on top of the old one, or building the new one in front or behind and then taking out the old, are not problems I have to deal with.
 
Comes down to local ordinances doesn't it? You could have a Coastal Commission to deal with (smiling)
