Is a license need for outside utility work (to install back flow preventers) do they need a plumbers license or not.

Check with the local AHJ. Where are you at?

If it's part of the potable water supply, in CO you would need a licensed plumber.
 
Codeman38 welcome to the Board. I looked at your profile and you did not specify where you are located which will determine what the answer would be.

In Texas a state licensed master plumber is required to secure permits for backflow preventers. A master plumber, journeyman plumber or apprentice may install backflow preventers but the master plumber is the responsible person.

A state licensed irrigator may also install backflow preventers.
