Bundling

Approximate 4 ft. of romex folded into one foot length at can lights. Electrician says in case they want to relocate the lights in the future. The only thing I could think of was derating. Are there other problems?
 
Radius of bends at least 5x diameter of cable.. Cable secured within 12" of luminaire?

Contractor would go bankrupt leaving 4' of cable at every can around here!
 
No, what you are describing is not bundling nor would there be any need or requirement to adjust the ampacity of the conductors. Nothing in sections 310.15(B)(3) or 334.80 is occuring with this practice. While the NEC does not define "bundled" in Article 100, I have always used the definition found in Section 520.2 as guidance to what constitutes bundling.

What you may have is a 110.12 issue, but that would be a professional judgment call. You may also be able to cite 334.30 if the cable is not supported or secured properly.
 
Since it's less than 4½ ft. it met the support distance both ways; length of cable and linear.

I copied and attached these responses to the blank pages in the back of the book for future reference.
