Where were you? The purple pipe implies irrigation piping using recycled water. That’s popular at some commercial buildings in san antonio. And i’m having a little problem understanding what the black & white box is.

The "black and white box" is a 4" X ? electrical box, the zoom in was to show us the remnants of the plastic bubble cover, basically the hinge point.
