CA title24 section 131 (a) indoor lighting controls

in california does the title 24 code section 131(a) dictate the location of manual light switches?

eg if I have a 1500 sf restaurant with a 650 sf dining area seating.

would the manual light switch for this room have to be on a wall in the room or could the switch be back in the kitchen area?

in section 131(a)

the language that throws me is "...each area enclosed by ceiling-height partitions..."

so if the dining room has storefront window walls on 2 sides of its rectangular confirguration does this exempt such a space?

I do see 131(a) A & B

located so that a person using the device can see the lights or area controlled by that switch, or so that the area being lit is annunciated;

2009 IECC alternative;

505.2.1 Interior lighting controls. Each area enclosed by walls or floor-to-ceiling partitions shall have at least one manual control for the lighting serving that area. The required controls shall be located within the area served by the controls or be a remote switch that identifies the lights served and indicates their status.

I believe that is their intent.
