California Building Code - Question/Interpretation

Would be interested in which of the possible interpretations you would go with for the following question:

1. A Hotel with 100 guest rooms requires 4 rooms to be fully accessible and 1 additional room which is fully accessible with a roll in shower. How many must meet the requirement for hearing impaired?

Interpretation 1: 1111B4.5 references table 11B-4. If this is not in addition to the number of accessible rooms required by table 11B-3 the answer would be 4.

Interpretation 2: Section 1111B4.2 states "All accessible sleeping rooms required by 11B-3 shall comply with the requirements for hearing impaired". So all accessible rooms required from table 11B-3 need to be equipped for hearing impaired this is 4 + 1 = 5 total.

Interpretation 3: Section1111B4.5 states "in addition to those accessible sleeping rooms required by section 1111B4.2, additional sleeping rooms shall be provided per table 11B-4 which would require 4 additional rooms to be equipped for hearing impaired". So 5 rooms as required from table 11B-3 plus 4 additional rooms as required fro table 11B-4. 5+4=9.
