California Title 24 and porch light replacments

I'm working on an 1970's California apartment currently underging rehabilitation. Each apartment has an existing incandescent porch light scheduled for "replacement in-kind" per the contract.

The electrical sub is asking if replacement fixtures have to meet current Title 24.

T-24 for a new bulding would instead require outdoor lighting to be high efficiency (fluorescent or better), with photocell AND motion sensor. Clearly this is a more expensive fixture.

Do replacement fixtures HAVE to meet current energy code for new buildings, or can we simply replace in-kind with another incandescent porch fixture?

IMHO yes

Additions and alterations to most buildings within California are required to meet the minimum energy efficiency standards contained in Title 24, Part 6 of the California Code of Regulations.
 
Thanks, Mark. In the time since I first posted this, the buildign official determined that the fixture replacment is part of ongoing building maintenance and is not considered an "alteration".
