CASp survey requirement for Commercial Office Buildings? - California

I have been hearing some real estate folks and contractors discussing a requirement for office buildings to receive surveys by a CASp starting in July? Can someone confirm this or steer me in the correct direction please. I have seen some articles discussing an administrative code adoption regarding this for San Francisco. I am primarily concerned with San Diego, but any info is appreciated.
 
CA Civil Code Section 1938 requires that every California Commercial Lease executed after July 1, 2013 must state whether the property being leased had been inspected by a Certified Access Specialist (CASp), and if it has, whether the property was determined to meet all applicable accessibility standards pursuant to Section 55.5 of the Civil Code.
 
Do you possibly have a link to something that would explain the ramifications without the legalese. what if the answer to the question is "NO" it has not been surveyed by a CASp? Seems like one of the other options is if the project has been permitted or approved by a building official who is also a CASp. And then I remember there being a requirement for all jurisdictions to have a CASp on board in some way or fashion by a particular time. I am trying to determine what my response should be to the brokers when they are wondering if every deal they do now will need to be surveyed by a CASp. The entire CASp situation never appealed to me as the liability issues seemed immense.
 
It appears that the CASp inpection itself is not a requirement - - but a DISCLOSURE statement is a requirement, about whether or not a CASp inspection has been performed.

And whom is responsible for upgrades

It is more about education and public awareness
