CBC 1024 Luminous Egress Path Markings & 1007.8 Two Way Commuications @ Elevator

What triggers this in existing high-rise buildings 1A with a B occupancy- 12 stories? No area of refuge. We already are being made to upgrade existing fire stair where handrails do not comply.
 
Retroactive minimum means of egress requirements for existing buildings are now found in CFC Chapter 46.

CFC 4604.23 Egress path markings. Existing buildings of Groups A, B, E, I, M and R-1 having occupied floors located more than 75 feet (22 860 mm) above the lowest level of fire department vehicle access shall be provided with luminous egress path markings in accordance with Section CFC 1024.
