CBC why are adaptable kitchens bigger than accessible kitchens

For a public housing complex that has both accessible and adaptable units, all with pass-through kitchens:

The mobility accessible pass-thru kitchens only need min 40" clear width per 11B-804.2.1:

But this pass-thru provision doesn't exist for adaptable (non-accessible) kitchens in 11B-809.9.2:

Why is it that accessible kitchens can actually be smaller than adaptable kitchens?
 
I don't work on these sorts of projects, so grain of salt, but are you sure 11B-804 applies here? In Division II, 11B-804 seems to only be scoped in 11B-224.7.1 (Transient Lodging Guest Rooms, Housing at a Place of Education and Social Service Center Establishments).

If not that, then I'm guessing that 11B-233 is applicable, but I don't see 11B-804 mentioned in that section.
