Class B roof covering??

I have a VA commerical structure.

Ch. 15 states I need a Class B roof covering.

Most of structure is metal panels.

There is a "roof deck", consisiting of joist, plywood over, then pvc membrane layer. On top of that they wish to put:

I read the tech specs, don't see a "class rating by approved agency".

Does this qualify??

ROOF COVERING. The covering applied to the roof deck for weather resistance, fire classification or appearance.

The class B roof covering would be the pvc membrane layer. The "pavers" are concrete should not be a problem for fire but will the roof support the extra dead load?
 
Sounds to me as if they are going to use the roof. If it is to be occupied a whole set of other issues arise. Why do they want to put pavers on the roof?
 
Get out to the mechanical equipment? See it all the time when rigid foam is used as part of the insulation. Distributed load is a better way to maintain the rigid foam than point loads (feet).
