Can you run pvc conduit 18" below grade (top of finished concrete) in a Class I Division II area (major repair garage) without encasing it in concrete?

No, 501.10(A)(1)(a) Exception, not less than 24" of cover, the encasement can be omitted if you comply with 514.8, Exception #2, and 515.8(A)
