Clear space ADA vs ANSI

Am I correct in seeing that ANSI 604.3 requires 60" clear side to side for a WC, and ADA requires only 48" clear side to side for a WC?

If I am correct with that, would it be reasonable to allow the 48" clear in a retrofit that has removed everything in a tenant space except the bathroom wall that holds the plumbing (they do have to change out the toilet for a wall hung unit and slide the lav over, so the wall will need to be disturbed).

If this doesn't fly, I have a follow up question about an electrical room door being accessed thru the ADA bathroom . . .

Thoughts?

That 48" dimension is removed in the "new" guidlines, effective in Jan.
