Clearance between deflector and the top of storage

Scenario:

B occupancy

Standard pendent sprinkler in middle of room

Shelves against perimeter 8' wall in store room

Storage items on top of shelves two inches from ceiling

There is not 18" clear between the deflector and the top of the stored items

Would you allow it?
 
The state of Indiana has amended the section to allow sidewall storage to the ceiling if the shelf depth does not exceed 30" but indicates this is for non-sprinklered building only. If the building is sprinklered, it needs to maintain the clearance underneath the deflector. If the material stored within 18" of the deflector is not combustible, then you have a different situation and some might approve it.
