Closet head height < 80"?

Given a school classroom to which a manufactured closet with sliding doors measuring 8' x 2'-6" x 80" high with a recessed electric panel off set to one side on the back wall and a surface mounted flourescent fixture hanging 4" below the ceiling installed.

Can the ceiling height within it be less than 80"?
 
Per the NEC (NFPA 70), electrical panels are note permitted in closets.

NEC 240.24 (D) Not in Vicinity of Easily Ignitable Material. Overcurrent devices shall not be located in the vicinity of easily ignitable materials, such as a clothes closet.

Not close but used for storage (possibly cleaning products)

Clothes is an example. But paper or other items typical of a classroom closet are still easily ignitable, thus it is still prohibited per 240.24(D).
 
I agree but containers converted to modular classrooms by Mfg's don't seem to understand this. They are fixed elements.
 
Light placement might be an issue too...IF the panel is allowed, 110.26 working clearances would have to be provided...6'6" is that height...
 
The panel can’t be in the closet
Correct, you can roll up to and reach in but an electrician couldn't be over 6'-4" tall
Kennedy might top 6’ but he’s getting shorter by the day. That panel can’t be in the closet.
