As to the 3" branch requirement, no for the UPC, and no for the IRC. That has always struck me as an oddity of the IPC.

I believe you will find that the premise of the 2-inch stand pipe's maximum height and the connection to a three-inch or larger branch of stack is based upon the velocity of the discharge water, which causes siphonage of the trap and any other fixture in close proximity.
