Cold therapy tubs

Would the small portable cold therapy tubs/ice baths be subject to the same requirements as a spa? Commercial setting, in a gym. Looking at the definitions I can't really say if they could be ruled in or out. Or can I just call them equipment and move on? NEC aside, I am trying to determine if 2018 ISPSC 504 & 509 applies.
 
I would apply the ISPSC to a cold therapy tub, it is still a body of water, obviously you can ignore the higher temptaratur requirements.
