Combustible materials in a type II building

Per IBC 602.2 for a type II building, if an element is listed in t601 it must be non-combustible. A masonry bearing wall is provided with a wood framed exterior furring and sheathing. Seems like I shouldn't be conflicted about this but is this an exterior wall covering, defined as "an assembly of materials applied on the exterior side of exterior walls" and therefore allowed per 603.1-13?
