Compliant versus non compliant

can anyone explain the difference between compliant and non compliant buildings as referenced in the existing building codes sections 304.2.2 and 2.3?
 
Basically would the building meet todays requirements for a lateral-force-resisting system

304.2.1 Evaluation.

The building shall be evaluated by a registered design professional, and the evaluation findings shall be submitted to the code official. The evaluation shall establish whether the damaged building, if repaired to its pre-damage state, would comply with the provisions of this code for wind and earthquake loads. Evaluation for earthquake loads shall be required if the substantial structural damage was caused by or related to earthquake effects or if the building is in Seismic Design Category C, D, E or F.

506.2.2.1 Evaluation.

The building shall be evaluated by a registered design professional, and the evaluation findings shall be submitted to the code official. The evaluation shall establish whether the damaged building, if repaired to its predamaged state, would comply with the provisions of the International Building Code, except that the seismic design criteria shall be the reduced IBC level seismic forces specified in Section 101.5.4.2.
