Conflict between IEBC and A117.1

This is for a complete change of occupancy to R2 Type B apartments. The exception to this section seems to be in conflict with sections in ICC A117.1-2017. I'm not sure what to go by.

2018 IEBC:
305.4.2 Complete change of occupancy. Where an entire

building undergoes a change of occupancy, it shall comply

with Section 305.4.1 and shall have all of the following

accessible features:

1. Not fewer than one accessible building entrance.

2. Not fewer than one accessible route from an accessible

building entrance to primary function areas.

3. Signage complying with Section 1111 of the International

Building Code
.

4. Accessible parking, where parking is being provided.

5. Not fewer than one accessible passenger loading

zone, where loading zones are provided.

6. Not fewer than one accessible route connecting

accessible parking and accessible passenger loading

zones to an accessible entrance.

Where it is technically infeasible to comply with the

new construction standards for any of these requirements

for a change of group or occupancy, Items 1 through 6

shall conform to the requirements to the maximum extent

technically feasible.

Exception: The accessible features listed in Items 1

through 6 are not required for an accessible route to

Type B units.


ICC A117 - 2017
1102.3 Primary Entrance. An accessible primary entrance shall be on an accessible route from public and common areas.
1102.3 Accessible route. Accessible routes within accessible units shall comply with section 1102.3.
1102.4 Walking Surfaces that are part of an accessible route shall comply with section 403.
1102.6 Ramps shall comply with section 405
1102.7 Elevators shall comply with sections 407, 408, 409
1102.8 Platform Lifts within the unit shall comply with section 410
Under Parking 502.4.1 requires the parking accessible to adjoin to an accessible route.
Under Passenger Loading Zones 503.3.1 Access aisles shall adjoin an accessible route.

I do not know if the IEBC exception or ICC A117 is the rule.

Rick, ...IMO if there will be [ Accessible ] Type B Units

in a structure, there ought to be Accessible features
that allows someone to actually get to the Type B Unit.
The A117.1 seems to require this, regardless of the
Exception in the IEBC.

Q): If someone with genuine Accessibility issues \
limitations were to inhabit a Type B Unit, would it
make sense to have Accessible features \ elements that
would have \ promote an easier access to that Unit, or
not ?

If the existing building is just changing occupancy to an R-2, then Type B units are not required unless alterations are being performed in conjunction where the work area is 50% or more of the aggregate area of the building. Then if Type B units are required items 1-6 are not required for accessible route to those Type B units.

FYI - 2018 IEBC references the 2009-ICC A117.1 for compliance with accessibility.
