Approved plans show footer detail on slab with corner bars on outside steel only. I've done multiple slabs and beams, where plans only required corner bars on outside steel. Inspector quoted FBCR 4031.1 minimum requirements, showing 2 #5's continuous and said , according to that, both inside and outside corners need a corner bar, despite the detail on the plan and an additional letter of clarification from the engineer, confirming he stands by the design he drew on the plan.
